foolish (in)consistencies

Ralph Waldo Emerson is credited with writing:
A foolish consistency is the hobgoblin of little minds, adored by little statesmen and philosophers and divines.
Most often the quote is inappropriately whittled down to "consistency is the hobgoblin of little minds" and hurled at those who are pig-headed and zealous.

But isn't inconsistency likewise the hobgoblin of little minds?

I guess it's the foolishness anyone might rightfully be wary about.
